In December 2025, Governor Pritzker signed legislation passed by the Illinois General Assembly that significantly expanded the Illinois Film Production Tax Credit Act and extended it through 2039. This expansion offers producers an increased baseline credit of 35% of all qualified Illinois spending, including
post-production and Illinois resident salaries up to $500,000 per worker,
along with 30% on limited non-resident salaries up to $500,000 per worker.
Additionally, the expansion includes three stackable 5% uplifts.
These uncapped, transferable credits position Illinois as a global top-tier destination for film production.
CHIMEA aims to maximize this historic opportunity by providing strategic advising services to content producers, helping them to navigate private sector and produce the highest quality content at the most affordable cost. Questions regarding he Illinois Film Production Tax Credit should be directed to the Illinois Film Office, the government agency that administers the credit.
